Hai Phong and Quang Ninh are the “cradles” of economic reform

On June 22, in Quang Ninh, the Economic – Financial Forum 2022 with the theme: “Creating breakthroughs, promoting development resources in the Northeast” was held.

Attending the forum on the side of provinces and cities were: Mr. Bui Van Khang – Vice Chairman of Quang Ninh Provincial People’s Committee; Mr. Nguyen Duc Tho – Vice Chairman of Hai Phong City People’s Committee.

Quang Ninh and Hai Phong are the 2 champions…

Speaking at the forum, Mr. Vu Tien Loc said that this is the first forum to talk about the development of the Northeast region and the role of two big localities, Hai Phong and Quang Ninh.

“Regarding the role of the Hanoi – Hai Phong – Quang Ninh area, I want to use a different image, in the key economic region, it is necessary to ensure that there is the role of breakthrough ‘wings’, namely Hai Phong and Quang Ninh. So far, Hai Phong and Quang Ninh are the cradle of economic reform and the driving force of Vietnam’s economic development,” said Mr. Vu Tien Loc.

“Two reform champions are here,” emphasized Mr. Vu Tien Loc because Hai Phong and Quang Ninh have been continuously “champions” in reform and investment attraction and private economic development for several years.

With specific mechanisms, according to Dr. Vu Tien Loc, Hai Phong and Quang Ninh are the most worthy places to experiment for inter-provincial and inter-regional reforms. That confirms the position of the two localities.

The advantages and potential strengths of these two localities are also mentioned a lot, such as: the two localities are located at the sea mouth, border, have an airport and are close to Hanoi. Dr. Vu Tien Loc said that these are very important advantages for strategic investment projects. Besides, the transport connection in the two localities is facilitating all plans to attract human resources and transport goods.

In addition, this region has the highest quality of human resources, has high-quality training centers, and plays a leading role in economic development. These are considered advantages for Quang Ninh and Hai Phong to break through in the near future.

This is also the connection point between Vietnam – ASEAN and Northeast Asia; is a very convenient distance to become the focal point for transactions, logistics development…

However, voicing opinions at the forum, many economic experts agreed that the linkages between localities were still weak, such as linkages in institutions, policies, value chain connections, etc.

Assoc., PhD. Tran Dinh Thien – former Director of the Vietnam Economic Institute, a member of the Prime Minister’s Economic Advisory Group, said that although these are the two “stars” of reform and growth, the issue of regional connectivity in the region is still fuzzy.

Therefore, experts suggest, strengthening the regional steering committee or council; regional business councils can be established so that the business community can participate in regional development alongside strategic investors, so that they can “hold hands”, make policy recommendations, develop strategies for regional economic development.

Speaking at the forum, Mr. Nguyen Duc Tho – Vice Chairman of Hai Phong City People’s Committee, said the Prime Minister’s Decision No. 198/2014/QD-TTg dated January 25, 2014 approving the socio-economic development master plan of the Northern key economic region by 2020, with a vision to 2030, clearly stated: “Building the Northern key economic region to become one of the leading regions in the country in terms of economic development, the pioneering core in implementing strategic breakthroughs, implementing economic restructuring, renovating the growth model, implementing industrialization and modernization”.

Mr. Nguyen Duc Tho – Vice Chairman of the Haiphong City People’s Committee, speaking at the forum.

“Because it is considered as the growth pole of the Northern key economic region, since 2009, the Standing Board of the Quang Ninh Provincial Party Committee and the Standing Board of the Hai Phong City Party Committee have signed cooperation and comprehensive development programs between the 2 localities to jointly create breakthrough development steps, making an important contribution to the development of the key economic region of the North, “said Mr. Nguyen Duc Tho.

According to Vice Chairman of Hai Phong, with the attention and orientation of the Central Government, in the past time, the inter-regional transport infrastructure system has been strongly invested and built in a synchronous and modern direction.

This has contributed to effectively exploiting the Kunming – Lao Cai – Hanoi – Hai Phong – Quang Ninh economic corridor; Expressway route Hanoi – Hai Phong – Ha Long – Van Don and soon will connect to Mong Cai border gate, connecting with Lao Cai – Hanoi highway to become the longest highway in Vietnam, creating important trade belt between localities in the Northern key economic region with China and the world.

Bach Dang bridge connecting Ha Long – Hai Phong highway is the largest bridge in the country and ranks 3rd among 7 cable-stayed bridges with the most spans in the world.

According to the leader of Hai Phong city, in the coming time, a number of transport infrastructure connection projects with regional connectivity will continue to be implemented and completed such as: Ben Rung bridge project connecting Thuy Nguyen district, Hai Phong city and Quang Yen town, Quang Ninh province; National Highway 10 renovation and upgrading project; Coastal highway project connecting 7 localities: Quang Ninh – Hai Phong – Thai Binh – Nam Dinh – Ninh Binh – Thanh Hoa – Nghe An.

Along with transport infrastructure connection projects, localities have actively coordinated to organize many trade promotion activities, connect trade, support businesses and production households to expand their markets, market for goods, especially agricultural products.

Implement well the work of linking, cooperating and developing tourism through linking and supporting the provision of tourist information to tourists, supporting tourism businesses in building tours and connecting tourist routes; actively deploying cooperation in the field of planning, creating a common development space between the three localities of Hanoi – Hai Phong – Quang Ninh.
