Hai Phong attracts FDI, reaching nearly 44% of the plan in 2022

Hai Phong actively promotes and attracts investment selectively in the direction of developing three pillars: high-tech industry, seaport-logistics, tourism-trade.

Attracting foreign direct investment (FDI) in Hai Phong city by the end of June 2022 reached nearly 1.1 billion USD, down more than 11% compared to the same period in 2021, equaling nearly 44% of the year plan.

It is forecasted that the ability to fulfill the target of attracting FDI in the third quarter of 2022 in Hai Phong will reach 0.85 billion USD, in the fourth quarter of 2022 will reach 0.85-1 billion USD.

According to Head of the Management Board of Hai Phong Economic Zone Le Trung Kien, to achieve this number, the main task of the last 6 months of 2022 will be highly focused on prevention, flexible and effective control of the COVID-19 epidemic. and restore production, business and investment.

Hai Phong Economic Zone Management Board actively promotes and selectively attracts investment in accordance with the development orientation of the three pillars of economic development identified in the Resolution of the XVI Congress of the Hai Phong City Party Committee as follows: high-tech industry, seaport-logistics, tourism-trade; focus on on-site investment promotion, online investment promotion; attracting large, high-tech projects that play a leading role and make great contributions to the city; organize an online investment promotion conference with Korean investors. Strive to exceed the plan to attract FDI in 2022 (2.5 billion USD).

Along with that, after the Hai Phong City Master Plan to 2040, with a vision to 2050, is approved, the Hai Phong Economic Zone Management Board shall preside over the formulation of tasks and plans to submit for approval to adjust the tasks and general planning projects on construction of Dinh Vu Cat Hai economic zone after the Prime Minister decides on the adjustment policy; appraise and submit to the City People’s Committee, Hai Phong City Party Committee for approval the detailed planning of 1/2000 scale of industrial zones: Trang Due 3, Xuan Cau, Tien Thanh, Giang Bien; coordinate with city sponsors to make detailed plannings at the scale of 1/500 of urban areas, logistics zones and industrial parks to serve the bidding for investor selection. Hai Phong Economic Zone Authority continues to research and propose solutions, focusing on training quality human resources to meet the needs of businesses; connecting businesses with key universities, colleges and secondary schools; at the same time, strengthen the management of revenue and budget sources, especially review enterprises that have expired incentives, businesses that have not recorded incentives appropriately, collect taxes from construction contractors to ensure correct and adequate collection, not to lose budget revenue.

Along with that, focus on promoting administrative reform; continue reviewing, amending, supplementing, shortening, simplifying and shortening the execution time of administrative procedures falling under the settlement competence; maintaining effective channels for receiving information, reflections and recommendations of enterprises, regularly organizing dialogue conferences to receive and resolve recommendations and remove difficulties for enterprises; at the same time, focus on digital transformation at agencies and businesses in industrial parks and economic zones.
